CD Projekt Red has shared new footage and disclosed more details about The Witcher 3's upcoming Songs of the Past expansion, and that includes confirmation that you can indeed pet the dog. Finally. This is very welcome news, as The Witcher 3 did not originally allow players to do this (except for in one mission where Geralt saves a dog from wolves).
