As you progress through Outbound's main story quest in your cozy camper, you'll encounter several landmarks. The third of these is a windmill, and its occupant, Lilly, has left a note pinned to a fence near the front door advising that she's out of town at the festival. She says you can have a poke around and use the terminal on the windmill's lower floor, but the door to the terminal is powered by the windmill, which just so happens to be broken.
